VOBIS Review
Racing Victoria (RV) invites all breeders, owners and trainers to have their say in shaping the future of the Victorian Owners and Breeders Incentive Scheme (VOBIS), which offers in excess of $30 million in prizemoney, bonuses and vouchers each season.
The VOBIS review will look at all facets of the VOBIS program including its structure, as well as analysing a number of trends including field sizes, race ratings and wagering revenue.
Customer Research
Customer research across all participants will support the review alongside submissions from stakeholders and internal analysis. RV will conduct research to understand whether current owners and other participants have:
- An awareness of the VOBIS program;
- An understanding of the VOBIS program; and
- An understanding of the potential incentives and barriers to participating in the program.
The results of the VOBIS Survey competition to win one of five VOBIS Silver Nominations – Victorian Sired (Category A) for use by 31 December 2025 (valued at $660 AUD each, including GST) has been drawn with the winners as follows:

Stakeholder Submissions
As part of the VOBIS review, RV also welcomes independent submissions from stakeholders and interested people.
VOBIS review submissions should address the VOBIS Review Terms of Reference and must be made by Friday, 16 May 2025 and can be lodged via email at vobisreview@racingvictoria.net.au

Review Timeline
The VOBIS report and recommendations formed from the review will be presented to the RV Board for consideration by the end of June 2025.
